As provided in para 3.11.8 of the current HBP (Vol. I), exports made under free shipping bills are eligible for benefits under Chapter 3 schemes of the current Foreign Trade Policy, namely, FMS/FMLPS/FPS/VK-GUY provided the intention to claim such benefits as per the format of declaration prescribed in paragraph 3.11.8 is duly given.
