WASHINGTON-The U.S. International Trade Commission defied both advocates and opponents of quotas on Chinese passenger and light truck tire imports by recommending duties instead. The ITC voted 4-2 June 29 to recommend to President Obama-who has final say on the trade issue- that a three-year duty be enacted to counteract the disruption in the U.S. tire market caused by Chinese tire imports. The duty would amount to 55 percent ad valorem the first year, 45 percent the second year and 35 percent the third year.
