1. Background and mandate:The issue of human cloning and its practical applications and the appropriate international system for its governance have stirred profound reflection and debate within the United Nations system and in the international community at large. International reflection began in UNESCO more than ten years ago and led to the consensual position of Member States on human reproductive cloning as reflected in article 11 of the UNESCO Universal Declaration on the Human Genome and Human Rights (1997). In august 2001, the Permanent Missions of France and Germany to the Unites Nations requested the Secretary- General of the United Nations to include a supplementary item in the agenda of the 56th session of the General Assembly entitled .
