Since the Swiss people accepted the "Alpine initiative" in a referendum vote in 1994, Switzerland has brought about a very appreciable reduction in the volume of freight crossing the Alps in heavy goods vehicles, thanks to measures to modernize its railway infrastructure and levies charged on HGVs. The Lotschberg Base Tunnel enters service in 2007, representing a further important step in Switzerland's modal-shift policy.
