Several weeks before the November election, the American Enterprise Institute (AEI) sponsored a panel to debate the conclusion of a visiting scholar's recent book. The book argued that antidumping trade laws didn't enhance the public good. Despite the eloquent views expressed on both sides of the issue, it's unlikely that anyone who firmly believes in strong trade laws walked out with a different mindset. "Like the Hundred Years' War, antidumping trade laws will always be with us," said Claude Barfield, a resident scholar of the AEI who moderated the panel, wearily. "That's why I tell visitors from foreign countries to arm themselves with a copy of U.S. antidumping trade laws and put them to use in their own country."
