Trade lawyers for American steel producers, importers, and foreign steelmakers dominated a June 7th hearing on proposed regulations to implement the World Trade Organization's (WTO) antidumping rules. Although one attorney for steel importers labeled the C hearings a "show trial" with little effect on the final decision of Commerce officials, the finer details of the pro-posed regulations are too important for steel interests to ignore. The rules will be implemented sometime this fall. The Dept. of Commerce Import Administration conducted the hearing, which was moderated by Robert La Russa, the new acting assistant secretary of import administration. It was La Russa's second day on the job. He replaced Susan Esserman, who was promoted to general counsel. La Russa most recently was Commerce's deputy assistant secretary for the U.S. and Foreign Commercial Service and was a key Capitol Hill figure during the Uruguay Round of the General Agreement on Tariffs and Trade (Gatt), so he is no stranger to nitty-gritty trade issues.
