The November and December-January furloughs and the snows kept 15,000 EPA employees away from work for a month. As they get back to work, EPA employees face a number of regulatory issues that will affect the steel industry. One structural issue that has long stymied EPA is that over 70 congressional committees and subcommittees have some jurisdiction over EPA matters. Under President Clinton's initiative to reinvent government, EPA is developing recommendations for a unified environmental law to address the 13 environmental statutes and many implementing programs.
