One might best explain the direction of energy legislation in Congress in early 2010 by holding up a copy of Relativity, the celebrated drawing by Dutch artist M.C. Escher with its stairways that wind at once both up, down and sideways. However, as the health care debate in Washington comes to a close, legislative focus is sharpening on energy and climate change.
