Customers of federally owned utilities could see some significant rate increases if recommendations from the National Commission on Fiscal Responsibility and Reform make their way into a debt plan. The commission's December 2010 report "Moment of Truth" is recommending a rate increase for the Power Marketing Administrations (PMAs), part of the US Department of Energy and a surcharge for the Tennessee Valley Authority (TVA). There are four PMAs — Bonneville, Southeast, Southwest and West — responsible for marketing hydropow-er, primarily from multiple purpose water projects. TVA provides electricity to nearly 9 million customers in the Southeast and operates much more like a regular utility, providing generation and transmission services from a variety of resources.
