The Port Dolphin LNG terminal planned 28 miles off Tampa Bay, Florida, took another step to becoming a reality last week as it cleared a key federal hurdle.The Federal Energy Regulatory Commission has issued a certificate of public necessity and convenience to Port Dolphin Energy, the facility's developer, to build and operate an on-shore pipeline to connect to its deep-water port off the west coast of Florida to the state grid.
