Since mid-October, Seadrill and Transocean have ordered more than $2 billion worth of new offshore drilling rigs and ships from Asian shipyards with a belief in brighter days ahead for the global offshore E&P industry. If s the right time to add on to Transocean's fleet, according to Chief Executive Steven L. Newman after announcing the Swiss-based company was spending $195 million to buy a Pacific Class 400 design jack-up currently under construction at PPL Shipyard in Singapore. Delivery of the high-specification jack-up is expected in the fourth quarter of 2011.
