Denton, Texas, resident Matthew Eshbaugh-Soha didn't see the row coming over local control of drilling activity within city limits two years ago. The associate professor of political science at the University of North Texas said that what a municipality had to say about drilling was handled quietly through ordinances and most folks saw drilling as a rural activity with little impact on their quality of life, except for the money pumped into the local economy. But by the time state lawmakers birthed compromise legislation earlier this month on who controls what when it comes to E&P activity, he wasn't surprised. After all, it's a fight that only grows more complicated and the new law doesn't stand a chance of being the final word.
