With the recent news that the U.S. Senate has abandoned its efforts to pass a broad energy bill this year, national limits on greenhouse gas emissions (GHG) and federally mandated renewable portfolio standards (RPSs) remain uncertain. However, greenhouse gas accounting and RPSs are far from dead and continue to be debated within state and local legislatures.' As governments enact legislation and debate the merits of various clean energy strategies, the need to accurately measure the avoided emission benefits of energy-efficiency programs has become increasingly important. In this article we briefly review the methods identified by the World Resources Institute (WRI) fall 2007 report Guidelines for Quantifying GHG Reductions From Grid-Connected Electricity Projects.
