THE TERM 'BIPARTISAN" HAS become a popular buzzword in the Nation's Capital in recent months. It is at least partly the result of a political and philosophical fault line that runs squarely down the middle of American society, as the election last November illustrated.Republican president George W. Bush has received a lot of attention for his apparent determination to build a consensus drawn from both sides of the congressional aisle. "There are good people in both parties willing to rise above the confrontation and stalemate… people who are ready for a fresh, bipartisan approach," he has said.
