After a half year of environmental steadiness, Cemex's Rugby cement plant has re-trodden old ground as dust escaped from the works into the community during incidents in September and October. The Environment Agency has investigated the 14 September nuisance leak and ruled that no offence was committed. The problem started when an operator fed diesel into the kiln to stabilise it. It didn't work so they shut the kiln down. However, the diesel pump didn't stop. Diesel moved into the electrostatic precipitator (EP) responsible for capturing dust. The alarm sensing a potentially explosive situation shut down the EE With the power shut off the dust was free to escape. Emissions from the current tyre burning trials were not effected.
