Removal of minerals and soils arising as a result of the construction of an agricultural reservoir at Writtle College, Writtle, Chelmsford, was recommended for approval by Essex CC in July. Writtle College, an agricultural college, commercially farms 170 ha of mixed crops to the west of Chelmsford. The proposed development consisted of the construction of a clay lined agricultural reservoir and a maximum of 400,000t of sand and gravel would be removed off site as raised. Another application sought permission for Roxwell Quarry to import material for processing. Chelmsford BC objected to the proposal, the Highways Authority and Writtle Parish Council both objected, and 13 letters of representation were received with a further 3 forwarded by Chelmsford BC and one attached a petition containing 15 signatures. The site was not a 'preferred site' in the Minerals Local Plan. However, it was considered that the creation of the reservoir would not have a deleterious effect on the surrounding land, landscape, local wildlife or principles of the Green Belt. The finished reservoir would not only seek to improve the visual aspect of the countryside and provide a haven for local wildlife, it would also seek to ensure improvement to the agricultural operations at the college, both commercial and as a centre of learning. Any adverse environmental effects could be satisfactorily mitigated. Accordingly it was recommended that subject to the Secretary of State not calling in the application and the applicant entering into a S 106 agreement on highway matters, planning permission be granted.
