EPA’s Jackson: Clean Air Act Not Ideal Tool To Regulate Emissions, But Is A Tool

It is becoming more apparent that the Envi- ronmental Protection Agency (EPA) does in- deed plan on acting on its previous warnings that it would attempt to regulate greenhouse gas (GHG) emissions through the Clean Air Act if Congress failed to enact legislation to do the same. While speaking this week at the Energy Information Administration’s (EIA) Energy Conference in Washington, Lisa Jackson, administrator of the EPA, admitted that the best approach to reducing harmful emis- sions would be through legislation, but said that since that didn’t happen in the past year the EPA would have to utilize another tool.
