Changing demands of rod producers. Although high productivity and efficiency remain the main attraction of the reducing/sizing mill to most carbon steel producers, metallurgical processing flexibility is now surfacing as an equally important benefit to the specialty steel and cold heading quality producers. By providing as-rolled annealed products, significant cost savings in subsequent downstream processes, most of which are undertaken inhouse by the major steel producers, can be eliminated or significantly reduced, therefore lowering the conversion cost. In the early 1990's with the introduction of the post No-Twist~R Mill finishing block more emphasis was placed on providing mills with the ability to achieve normalized rolling capability previously prohibited due to the rapid temperature buildup in the No-Twist Mill. This required products to be cooled and equalized prior to entering the post NTM finishing block at temperatures just above the AC3 temperature. for the given material being processed. in order to yield a finer pearlite and ferrite microstructure after normal or retarded air-cooling on the Stelmor~R conveyor.
