Imports are being more rigorously controlled in China, and stocks were declining by the middle of the year. At the end of June, total stocks at the main mills were nearly 15 percent below the level at the turn of the year, and amounted to little over 2m tonnes. However, the decline has been confined to construction steel, more particularly t6 long products.Output of long products will fall further in the fourth quarter as the government is shutting down the first 50 of the total of 103 small steelworks on its compulsory closure programme. Output will be below capacity at the rod and bar mills still allowed to operate as the government seeks to ban large primary producers from supplying them with billet.
