Farce OR folly, the annual United Nations jamboree to discuss climate change has become an jolly for ministers, politicians and environmentalists that is now well into its second decade. It all started in Kyoto back in 1992 and has continued with a series of meetings around the globe, normally in the nicer bits. The format is well established, with an annual summit meeting officially known as the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP).
