Total lubricant sales in the United States declined by 4.4% last year,relative to to tall ubricant sales in 2000,according to the Quarterly Index of Lubricant Sales(QUILS) released recently by the National Petrochemical & Refiners Association(NPRA) in Washington,D.C.
