In January,the Environmental Protection Agency published a list of the eight low-emission "boutique fuels" that states will be allowed to use to comply with the Clean Air Act.Twelve states require the use of specially blended fuels.Most of the blends have a lower Reid vapor pressure than conventional gasoline to prevent volatile organic compound emissions.Under the Energy Policy Act of 2005,state regulators may require only the boutique fuels that were used by state implementation plans as of Sept.1,2004.The restriction on boutique fuels is intended to do away with the profusion of special gasoline blends to prevent supply problems.
