Enbridge Pipelines (Illinois) Requests FERC Rate Structure Guarantees To Underwrite A New $720 Million Pipeline in Illinois – the Southern Access Extension Project

On 5/2/13 Enbridge Pipelines (Illinois) LLC (OR13-19) filed a petition seeking an expedited review and declaratory order from FERC for priority service, rate structure, and lottery apportionment provisions that it would implement on its Southern Access Extension Project – a proposed 165 mile, 24-inch diameter pipeline designed to transport both light and heavy crude petroleum from Flanagan, Illinois, near Chicago, to the oil pipeline hub at Patoka, Illinois. The project is intended to address the rapidly growing production in the Bakken region (North Dakota/Montana) and “critical need” for new infrastructure to link that region to refinery markets. The estimated cost is approximately $720 million. Enbridge Illinois requests that the Commission act by no later than July 31. The project is expected to begin service in the second quarter of 2015.
