Imperial and ExxonMobil Press Their Heightened Interest in Costs to Transport Diluent via System of Enbridge Southern Lights Pipeline

Imperial Oil, a partnership of Imperial Oil Ltd. and McColl-Frontenac Petroleum Inc., and ExxonMobil Oil Corp. (together, Indicated Shippers), recently conditionally protested, as a precaution, the tariff filing and annual rate recalculation submitted to FERC by Enbridge Pipelines (Southern Lights) LLC (IS11-146) on December 28. The shippers requested that the proceeding be consolidated with Docket No. IS10-399, a case involving a new transportation service for moving diluent. Enbridge is required under its Transportation Service Agreement (TSA) to recalculate and file new rates each year. Enbridge now proposes a rate of $5.4872/bbl for committed volumes and $10.9744/bbl for uncommitted volumes, approximately a 9% increase. Enbridge has requested an effective date of 2/1/11.
