IMPERIAL AND EXXONMOBIL DRIVE HOME THEIR DISSATISFACTION WITH RATE AND RIGHTS ASSIGNMENTS ON ENBRIDGE'S SOUTHERN LIGHTS PIPELINE BY FILING A COMPLAINT AT FERC
A complaint was filed with FERC on 5/11/11 jointly by Imperial Oil and ExxonMobil Oil Corp. (EMOC) (together, Indicated Shippers)against Enbridge Pipelines (Southern Lights) LLC (OR11-9) in connection with the operation of the Southern Lights Pipeline, challenging certain rates, terms and conditions of service, and practices of Enbridge. Southern Lights was constructed to move diluent from the U.S. into Canada. Enbridge is a wholly-owned indirect subsidiary of Enbridge Pipelines Inc., which is a wholly owned subsidiary of Enbridge Inc. Enbridge operates the U.S. portion of the Southern Lights Pipeline, which extends from Manhattan, Illinois, to the International Border near Neche, North Dakota. The Canadian portion of the Southern Lights Pipeline, which extends from the International Border near Gretna, Manitoba, to Edmonton, Alberta, is operated by Enbridge Southern Lights LP. Combined, the Southern Lights Pipeline is a 1,588 mile, 20- and 18-inch pipeline system that has a capacity of 180,000 barrels per day.
