Tennessee Expresses Frustration With Commission Demand for Yet Another Technical Conference on Its Scheduling Priorities

Tennessee Gas Pipeline Co. LLC (RP12-514) on February 19 asked FERC to grant rehearing of the January 17 order addressing its revised scheduling priorities, rescind its direction to Commission staff to convene another technical conference, withdraw the 2/8/13 data request, and accept Tennessee’s revised scheduling priority filed last year on 3/23/12. According to Tennessee, the policy considerations underlying its tariff changes have been before the Commission since 11/30/10 when it filed a general section 4 rate case (RP11-1566). As part of its case, Tennessee proposed a number of non-rate related tariff changes, including revisions to scheduling priorities. The rate case filing proposed to elevate firm transactions from secondary receipt points to primary delivery points to the same priority level as firm transactions from primary receipt points to primary delivery points. At a technical conference regarding the non-rate issues held February 15-16, 2011, Tennessee provided substantial information supporting its scheduling priorities proposal.
