Trailblazer Defends Its Proposed Gas Quality Specs; Surprised By the Protests

A technical conference held on September 10 to review non-rate tariff proposals of Trailblazer Pipeline Co. LLC (RP13-1031), especially its proffered gas quality standards and its proposed reservation charge crediting modifications, drew mostly negative responses from a limited number of parties in initial and reply comments. On September 27, Trailblazer submitted for the record an informational filing containing proposed draft tariff revisions reflecting several changes, and on October , Trailblazer provided gas quality data at receipt points as requested at the technical conference, as well as an additional draft tariff offering modifications discussed at the technical conference. Four intervening parties offered initial comments regarding the proposed changes: East Cheyenne Gas Storage, LLC, Indicated Shippers, Tenaska Marketing Ventures, and Wyoming Pipeline Authority (WPA). All of them supplied further protests. East Cheyenne, for example, vigorously demanded that the Commission should also act under section 5 of the Natural Gas Act (NGA) to remove Trailblazer’s current hydrocarbon fallout provision because it is unjust and unreasonable and no such limitation is needed.
