Dominion NGL Pipelines Submits Ethane Pipeline Proposal to FERC -- to Establish Link Between Wet Gas Production in the Marcellus/Utica Plays and the ATEX Pipeline Extending to Mont Belvieu, Texas

On August 21, Dominion NGL Pipelines, LLC (OR13-32) petitioned FERC to issue a declaratory order approving: (1) the general rate structure for its new ethane pipeline -- the "Natrium Ethane Pipeline" -- extending from a new natural gas processing and fractionation plant operating in Marshall County, West Virginia, to an interconnection near Follansbee, W. Va. with Enterprise Products Partners, LP’s Appalachia to Texas Express (ATEX) pipeline; (2) the rate and terms agreed upon by Dominion NGL with a shipper that has made a long-term commitment to utilize, or pay for, significant capacity on the pipeline (the committed shipper); and (3) the rate design using revenue crediting to establish rates for "uncommitted shippers." The Natrium Ethane Pipeline is expected to cost approximately $136 million, including interest.
