EQUITRANS DEFENDS ITS “PROPERLY FUNCTIONING” PIPELINE SAFETY COST TRACKER

Equitrans, LP (RP11-1859) urged FERC to disregard the protest of the Independent Oil & Gas Association of West Virginia (IOGA) that criticized its annual update to the Pipeline Safety Cost Tracker (PSCT) surcharge to recover qualifying costs incurred by Equitrans during the calendar year 2010 under the Pipeline Safety Improvement Act of 2002 (PSIA). During 2010, Equitrans incurred total costs related to the PSIA in the amount of $9.1 million, which was adjusted for projected over-collection and divided by the projected transportation billing determinants of 54,698,007 Dth. This calculation yielded a surcharge of $0.1476/Dth, a reduction from the prior year's surcharge of $0.1528/Dth.
