STINGRAY'S NEW HURRICANE CHARGES, MORE THAN THREE TIMES HIGHER, DRAWS PROTEST FROM SHIPPERS

Stingray Pipeline Co. (RP11-2531) on August 31 filed to increase its Event Surcharge from $0.02/dth to $0.0644/dth, to be effective October 1. The Indicated Shippers and Arena Energy LP et al.1, producers in the vicinity of the pipeline, are not happy with this and asked FERC to suspend the tariff filing for the maximum five-month period, subject to refund and to the outcome of the underlying rate case proceeding initiated on 3/31/11. Stingray's general section 4 rate case (RP11-1957) proposes among other things to eliminate the existing two-cent cap on the Event Surcharge that was agreed to as settlement of the pipeline's last rate case in 2009.
