NORTH BAJA PIPELINE AND SEMPRA PLAN BORDER PIPELINE PROJECT CONNECTING LNG AND MEXICAN GAS TO EXPANDING YUMA POWER PLANT IN ARIZONA

On 4/15/08 FERC received an abbreviated application from North Baja Pipeline LLC(NBP)(CP08-152)for a certificate authorizing NBP to construct and operate a new pipeline and related facilities in the U.S.and at the border with Mexico to deliver natural gas from NBP's mainline as well as re-gasified liquefied natural gas(LNG)into the Yuma,Ariz,market.Besides the certificate,NBP requests an amendment to its Presidential Permit,issued in 2002 pursuant to Section 3 of the Natural Gas Act(NGA),to allow construction at the U.S.-Mexico border and importation of re-gasified LNG and other gas from NBP's mainline.
