FERC Majority Approves Dual Notice of Proposed Rule and NAESB Process to Decide New Standards Governing Natural Gas Transportation Scheduling In Order to Facilitate Better Coordination With the Power Generating Industry
Commissioner John Norris, who has taken the lead over approximately two years now on Gas-Electric Coordination activities hosted by the FERC, issued a supportive statement late last week after the Commission approved and disclosed a package of draft orders (including a Notice of Proposed Rulemaking) addressing certain reliability issues and coordination practices of the natural gas and electric power industries. Commissioner Tony Clark dissented. A firm backer of the Commission’s steps, by contrast to Clark, Commissioner Norris singled out for commendation the Natural Gas Council for its efforts. “I recognize that finding solutions is particularly challenging for the natural gas industry which faces a greater share of the burden with respect to necessary changes to allow for the better coordination of the gas and electric industries.” (Docket Nos.
