Flint Hills Lodges Complaint over Mid-America Pipeline Transportation Rates Charged for Liquids Shipments of Other than Propane, Following Propane Settlement

On 11/5/09 Flint Hills Resources, LP (FHR) (OR10-2) lodged a complaint at FERC formally challenging the justness and reasonableness of Mid-America Pipeline Co., LLC (MAPL) rates for transporting butane, isobutane, natural gasoline, naphtha and refinery grade butane on MAPL's Northern interstate pipeline system. FHR also sought new just and reasonable rates and reparations and refunds, with interest, for rates that MAPL has charged FHR in the past for such shipments. The formal complaint follows on the heels of a settlement agreement filed on 8/18/09, approved by the Commission on October 23, that reduced MAPL's ceiling rates for shipments of propane from Conway, Kansas to Pine Bend, Minnesota from $3.12/bbl to $2.21/bbl. That agreement, however, did not change the $3.12/bbl rate for shipping butane, isobutane, natural gasoline, naphtha and refinery grade butane from Conway to Pine Bend. Thus, FHR's interest here is extended now to the rates for transportation of butane, isobutane, natural gasoline, naphtha and refinery grade butane over this route.
