Propane Shippers on Dixie Pipeline Question Motives Behind Emergency Tariff Changes Allowing for Shipment of Other Petroleum Products

ConocoPhillips Co. joined Targa Midstream Services LP and Targa Louisiana Field Services LLC to protest an "emergency" tariff proposal of Dixie Pipeline Co. (IS08-449) filed on September 22. Dixie's new local tariff establishes rates for the interstate transportation of certain natural gas liquids (NGLs) from Mont Belvieu, Texas to Anse La Butte and Breaux Bridge, La. This service purportedly was requested on an emergency basis by several shippers after the recent hurricanes.
