Alberta Undertakes Significant Revamp of its Fiscal, Regulatory and Policy Strategy to Reinvigorate Investment in Conventional Oil and Natural Gas Sectors

A publication last month by the government of Alberta - A Framework to Improve Alberta's Natural Gas and Conventional Oil Competitiveness and Energizing Investment - reviews in considerable detail the steps the Province will take in an effort to position Alberta "as one of the most competitive North American destinations for energy investment." The report sets out Alberta's provincial energy strategy for "the efficient development of Alberta's resources" and framework for the creation of "innovative, value-added opportunities to improve the quality of life." In the new reality, the provincial government concedes that Alberta has lost competitive ground, its share of oil and gas capital investment has declined, the Province faces growing and increasingly stiff competition for energy investment, and Alberta has begun to feel the effects of this competition. Alberta "recognizes the need to adapt." On the whole, approximately 13.8% of Albertans are directly or indirectly employed in the energy industry.
