Questar Overthrust Pipeline Co. (CP10-3) on 10/12/09 submitted to FERC an abbreviated application seeking authority to increase capacity on its natural gas system by constructing a new pipeline loop and associated expansion facilities. The Loop Expansion represents an addition to Overthrust's existing interstate pipeline infrastructure for the primary purpose of transporting Rocky Mountain gas supplies from east-end receipt points to downstream west-end delivery points. The proposed Main Line (ML) 133 Loop Expansion Project consists of approximately 43.3 miles of 36-inch diameter pipeline, looping a portion of Overthrust's ML 116. The project extends west from the existing Rock Springs Compressor Station to a location known as Cabin 31 - a point of intersection on Overthrust's transmission system where Overthrust's main line extension to Opal, Wyo., intersects with Overthrust's west-to-east transmission system. The Loop Expansion will be located within Sweetwater and Uinta Counties, Wyoming. The estimated cost of the proposed Loop Expansion is $94,288,239. The company is anticipating a certificate by 5/1/10. This project (PF09-6) has already been subject to review in the Commission's Pre-Filing Process.
