Empire Pipeline/National Fuel Gas Supply Propose Tuscarora Lateral Project on NY/Penn. Border

In the middle of last month Empire Pipeline, Inc. and National Fuel Gas Supply Corp. (CP14-112) filed a joint application with FERC requesting authority to construct and operate the Tuscarora Lateral Project in Steuben County, New York and Tioga County, Pennsylvania. Specifically, Empire requested authorization to lease storage and transportation capacity from National Fuel; construct approximately 17 miles of 12 and 16-inch diameter pipeline; construct an interconnection and related facilities to connect Empire’s system to National Fuel’s; if required, perform rewheeling of compressor units at the existing Oakfield Compressor Station in western New York State; provide new firm and interruptible storage and transportation services; and lease capacity from National Fuel. National Fuel seeks authorization to lease storage and transportation capacity to Empire; construct and operate additional facilities at its Tuscarora Station; and make tariff revisions that recognize leased capacity. The total cost of the project would be approximately $43.7 million. The parties are looking for an October 31 authorization deadline in order to place the project in-service by 11/1/15.
