FERC Sets Hearing to Consider Whether El Paso's Postage Stamp Fixed Fuel Charge Should Change to Charge Tracking Actual Distance of Haul, per Texas Gas Service Co. Complaint

On October 22 FERC ordered a hearing to consider all issues raised in a complaint lodged on 7/7/10 by Texas Gas Service Co., a Division of ONEOK, Inc. (RP10-951), challenging the collection of fuel costs on postage stamp basis by El Paso Natural Gas Co. and proposing a zone-based fuel charge. Texas Gas argues that the collection of fuel costs on a postage stamp basis by El Paso fails to reflect distance of hai and, therefore, results in an improper cross-subsidy between the rates charged to shippers by El Paso. Texas Gas contends El Paso's methodology for recovering fuel costs should be replaced with another fue recovery methodology. Recovering fuel costs by zone based on actual miles of haul would be just the ticket.
