Shelley Moore Capito (R-West Virginia) on May 12 introduced the "Clean Coal-Derived Fuels for Energy Security Act of 2011," which would mandate blending of at least 750 million gallons of coal-to-liquids (CTL) fuels by 2017. The mandate would gradually increase to 6 billion gallons by 2024. Thereafter, the U.S. President would review the program to determine the applicable volume for calendar year 2025 and beyond.
