On November 4, 2004, the U.S. Department of Transportation (DOT) issued HM-206B "Hazardous Materials: Miscellaneous Changes to the Hazard Communications Requirements Final Rule." Most significant for the industrial gases industry, the rule relaxes the labeling requirement for high-pressure cylinders. CGA petitioned DOT on July 24, 1995, to allow CGA C-7, Appendix A markings on cylinder shoulder labels for cylinders containing Division 2.1 or 2.2 gases transported by common motor carriers. In issuing HM-206B, DOT not only agreed with CGA, but also extended this option to include Division 2.3 gases. The ruling also permits these cylinders to be shipped via all modes of transportation. DOT's response clarifies the use of shoulder labels for Cryogenic liquids (atmospheric gases and helium) shipped in Dewars as prescribed in Section 173.320.
