A Logical Framework Aapproach Towards Environment as Applicable to Small Scale Mining in Hilly Region-A Case Study of a Mine in Himachal Pradesh

The environmental degradation being caused due to small-scale mining in Himachal Pradesh is being highlighted by the media, various individuals and non-Government organizations. Judiciary at various levels has also taken cognizance and there are judgments either stopping mining or laying strict guidance and mechanism for their implementation and monitoring. Question arises wether mining is solely responsible for degradation against which such a hue and cry is being made? Whether it should be allowed or not and what could be the best way out; both policy-wise and exploitation-wise. Further the socio-economical benefits of mining, particularly in remote areas cannot be overlooked. Technical problems cannot be also ruled out. Mines are small, over-burden is high and condition of road is bad. This is also multiplied by unstable business environment. Study through this logical framework approach has been done by raising various questions pertaining to environmental problems due to small-scale mining in hilly regions. Various aspects have been analyzed to solve these problems. The inter-relationship between various situations leading to problems has been worked out. Based on impact of psychological behaviors of various classes, legal complexities, socio-economical development of the area and unstability of the business, a working and practical model is being tried so that a balance between environment and development can be made.
