Throughput Expansion Betrays Major Fuel Standards Problem

Azerbaijan's state-owned Socar intends to increase throughput at its two oil refineries in 2011 in order to meet increasing domestic demand for fuel. Utilisation in Azeri refineries is extremely low, even by regional standards, with throughput in 2010 expected to reach only 124,000b/d, compared with nameplate capacity of 442,000b/d.
