Saudi Arabia last month issued a series of royal orders that looked to be the start of a major restructuring of the kingdom's oil sector, expected to touch the Ministry of Petroleum, Saudi Aramco and the power sector, including fehewables and nuclear. However, none of those changes were evident in the Saudi delegation that was in Vienna last week, with Oil Minister Ali Naimi remaining firmly in control, despite persistent rumors of his imminent retirement. Behind the scenes, insiders say that sweeping reforms have yet to be fully outlined, partly because the king's inner circle remains focused on bigger priorities like Yemen and Islamic State.
