Chinese state-owned oil company CNPC and the Industrial and Commercial bank of China have agreed to help finance a $12.5bn, 300,000 b/d refinery project on Ecuador’s Pacific coast, strategic sectors minister Jorge Glas said. Ecuadorean officials released no further details on the deal, which was signed on 24 February.
