State-controlled PetroChina hopes to start its much-delayed 260,000 b/d Anning refinery in Yunnan province in October after winning approval from the country’s environmental protection ministry (MEP). The refinery start-up is key to improving product supplies in landlocked southwest China and could herald the start of Middle East crude imports through the idled Burma Road pipeline project. PetroChina’s amended plan for Anning won MEP approval at the end of April, increasing the possibility of trial runs starting in October.
