China to cap cement, metals GHGs from 2017

Chinese economic planning agency the National Development and Reform Commission (NDRC) plans to impose sector-based caps on greenhouse gas (GHG) emissions through a nationwide emissions trading scheme (ETS) from 2017. “The planned schedule is to start the national ETS from 2017,” NDRC climate change department deputy director Wang Shu told Argus today. “In the next five-year plan (2016-20) at least we will start operating.”
