December fuel oil cargo prices in the east and Gulf coasts inched up by 67￠/bl in December, but remained about $5/bl below the 2012 average. The December raise reflected increased bunker demand in the first half of the month as a number of ship owners were looking to bunker before availabilities decline at the end of the year.
