In past articles,we discussed issues about gathering and processing fee practices in our industry,specifically why the JP-90 and JP-95 guidelines were developed.Earlier this year,we delved into the world of unfair and inequitable fee practices,and how both owners of facilities and the producers who wanted to access them were,in too many cases,unwilling or unable to conduct meaningful negotiations to arrive at a fair fee for use of capacity.Even though the guidelines were developed by producers,for producers,and the industry committed to adhere to the negotiation framework established in the guidelines,industry's application of the guidelines is still flawed.
