The top US climate envoy said it's doubt- ful that countries which agreed to last year's Copenhagen Accord will consider increasing their commitments to reduce carbon emis- sions in the near future, even though most climate experts say the pledges fall short of what is needed to avoid the worst conse- quences of climate change.
