Heritage Oil is seeking international arbi- tration of a tax dispute delaying its divest- ment in Uganda and the simultaneous entry of Total and China National Offshore Oil Corp. (CNOOC) to the country’s upstream. Uganda is demanding that a $360 million tax bill is paid before it approves the transac- tion, which Heritage maintains is not liable for the tax charge.
